Toward a new balance between governmental and non-governmental community work: the case of Israel

Community work is best perceived not as a single entity but as on a continuum. At one end is top-down national and local level state initiated and state supported public community work. At the other end is bottom-up non-governmental community work and social action. Between these two ends, several other practice models exist, representing mixed welfare policies. The article presents a historical overview of the topic in Israel, followed by current examples and models of governmental and non-governmental community work, which are analyzed by five dimensions: locus of initiation; funding sources; project goals; intervention methods and levels of complexity. The article concludes by suggesting a new division of labor between the three major community work auspices the public, the voluntary, and the private sector in order to ensure increased effectiveness of collective interventions in the future.
