Implementing the Yaounde Declaration: practical issues on participatory processes in community development projects1

Throughout the 2005 Yaounde Declaration, participation of community stakeholders was emphasized as a key condition for sustainable development in Africa. While acknowledging the complexity of community participation, this article proposes an innovative analytical tool and a methodology that can help practitioners monitor and improve participation in community development projects. The tool and methodology are tested against a field example from Senegal. Notwithstanding, it seems that dealing with the complex mechanisms behind community participation must always be considered a challenge for field practitioners whose initiatives must be accompanied by State and local governments' actions.
